Reginald's Tower on the Waterford quay is the oldest civic building in Ireland and the oldest complete urban tower in Britain or Ireland, built by the Vikings in 1003 on the original Waterford city wall and continuously in use since then as a fort, treasury, mint, prison, and now a museum of Viking and Norman history.
